The Tinto Council in the Upper Bayang subdivision and its users have been engaged to work together for better service delivery. Both council and community stakeholders were urged to collaborate on Thursday, 13 March 2025, in a town hall meeting organized by the Office of the Public Independent Conciliator (OPIC). The meeting aimed at building a bridge between the community and the Tinto Council towards effective local governance and development through quality services delivery to citizens was attended by the D.O. of Upper Bayang subdivision, Fongoung Amadou; the Mayor of Tinto, Etchu Joseph; subdivisional delegates of devolved services; councillors; traditional rulers; religious authorities; bike riders; drivers; women groups; and economic operators.

Speaking during the meeting, the Public Independent Conciliator, Mme Telelen Dorothy Motaze, urged the citizens of Upper Bayang subdivision to actively participate in the development by respecting their obligations towards the council in order to foster a flourishing municipality.

Participants were also drilled on two expositions: the Missions of the Office of the Public Independent Conciliator and the Rights and Obligations of users of Council services. This prompted them to ask questions seeking understanding and clarification on the missions of OPIC, its complaint procedure, as well as the role and functions of the South-West Regional Assembly and its realization of projects within the subdivision. For instance, on the question concerning whether there is a fine attached to the amicable settlement of disputes by OPIC, the Public Independent Conciliator made it clear that the institution’s services are cost-free. She also promised to table worries raised concerning the realization of projects within the subdivision by the Regional Assembly to the President of the institution.
