OPIC Staff Upgrade Skills in Planning-Programming, Budget System

The Office of the Public Independent Conciliator (OPIC) recently organized a training workshop on Planning-Programming, Budgeting System (PBBS) for some of its personnel. The purpose of the workshop, held from 10th to 12th July 2025, at the institution’s conference room was to strengthen the staff’s skills in budget planning and programming, thereby ultimately boosting the overall performance of the institution.

At the outset of the workshop, the Public Independent Conciliator, Mme Telelen Dorothy Motaze, stated that the purpose of the event was to enhance the institution’s practices in budget management. She emphasized that this effort aims to align with existing regulations, including Law No. 2018/012 of July 11, 2018, on the Financial Regime of the State and other public entities, as well as relevant Finance Laws and Circulars. These reforms are designed to modernize the public finance management system, shifting from a focus on budget of means to performance-based budget.

Key takeaways from the workshop for OPIC personnel included an understanding of the legal and institutional framework governing public finance management in Cameroon, as well as the organizational structure of public finance management. The workshop covered the budget preparation and execution phases, with a focus on program budgeting. Important aspects emphasized included public policy actions and tasks, budget nomenclature, Authorized Commitments, Payment Credits, Deferral Credits, and Annual Performance Reporting. Participants also learned about the foundation and objectives of program budgeting, the process of preparing program budgets, and the development of public investment projects.

Before the conclusion of the workshop, Research Officer No.1 at the Office of the Public Independent Conciliator, Eyong Adel Achare, on behalf of the staff, expressed gratitude to the PIC for organizing the event. She stated that the training had equipped the participants and enhanced their capacity to effectively carry out their responsibilities.

In her closing remarks, the Public Independent Conciliator thanked the resource persons from the Ministry of Finance, Ransome Ngaajieh and Yolanda Yul, for their dedication in equipping OPIC staff with knowledge on this important subject. She assured that the institution would not hesitate to seek further collaboration with these resource persons in the future.
